Not just that. Like I said, you need the actual backup unit too to transfer and convert the data from the cart to a file on your PC. Of course there needs to be a cable that connects your computer to the backup unit too. And yes, the software is usually bundled with the unit itself.

Most backup units are external devices that are locked on top of the actual console and then the cart is placed on the backup unit. They certainly don't come cheap, but it's fairly easy to dump cart games when you have the proper hardware for it. Now, creating a ROM image from scrath is a totally different ballgame.
