Must be some sort of record for reincarnation. To answer the question, the Bleem project was sued by Sony and it folded. All gone, ended and all that. But there's plenty of other PSX emulators now and the PSX is over 10 years old.

Yes torrent should work on a dialup but as everyone says, its gonna be really really slow, and you won't be able to use the internet or email at the same time.
