I'll give you an example: You have your Nebula in C:\Games\Nebula so you put your sets in the 'roms' subfolder, which would be C:\Games\Nebula\roms. Then start Nebula, and goto Emulation --> Load Rom --> Rescan All Roms. With any luck and if your sets are correct, you should see some available games in the gamelist.

You'd have to write a separate program GUI program that boots before any of the aforementioned games, How else would you choose which game to play? Of course, that program must be coded in the same Assembly-derivative language that the PSX understands. Yes, it would be nice to have many smaller games on one disc and then pop it in your PSX and play, but it takes a whole lot more effort than just slapping a bunch of files on one CD.

There is basically only one BIOS for the Saturn, but multiple revisions of the same BIOS. The set region more or less dictates what languages the BIOS Menu will use. Since SSF is a japanese emulator, it defaults the region to Japan. Change it from Options --> Peripherial --> Area Code. There isn't much to tweak. SSF is by far the best there is right now, but Satourne might be able to emulate some games better than SSF (I'm looking at Guardian Heroes).
