you have it the other way around Lee Pai Long is from Art of Fighting/AOF 2 and that came out before KOF 94 Originally Kims team was supposed to be Raiden and Lee Pai Long but at the last minute they decided to Korea-fy them and thus chang and choi were born

 

so Choi is the wannabe Lee Pai Long, they havent explained it yet, but its possible Choi was one of his students
