Weird characters: Saber and Black Widow from Ring of Destruction, D. Mariner from Wave Race 64 (a jet ski rider with his ass fully exposed!)Dr. Baldhead/Faust from Guilty GearMr Parodius (thong on his head)Zeus from World Heroes (weird because of how funny his win pose and taunt is)Yoshimitsu (obviously) I'll think of others

If you haven't seen Metropolis - see it, it's great. Plus there is a cute version of Q. A grey robot in a 1940's trench coat and hat. Definitely Q. Unless they were influenced from their own SF2 Animated Movie - the robots who spy on the fighters wear diferent disguises to blend in with the public. I'm sure one of them dressed like Q.
