Ah yes I saw this posted at MameWorld and downloaded it (but not tried it yet because I don't have the roms). This is deserving of News so I'm moving it there now.

According to the DreamSnes site, http://mc.pp.se/dc/dreamsnes/, Therefore it shouldn't be run in Windows! Were you trying to get a Dreamcast emulator or a Snes emulator?

You probably have to load that "ledutil.exe" program first, would be my guess.

It associates a site to an IP. If the IP is wrong, that site is blocked. If it's right, the site is accessible. Normally your ISP does it for you but sometimes (a lot in my case), they get it wrong. You use that file to over-ride them. I use the blocking facility to kill off lots of advertising, stat counters, trojan sites and so on.
