Seeing that both emulators have complaints, I'd say its a software issue in Windows. Maybe a complete reinstall could fix it.

Seeing that this regime is a puppet of the Chinese government, I cannot see much good happening in any kind of a hurry. The Chinese have blocked all U.N. attempts to do anything.
