My provider gives dynamic addresses by default. You need to pay extra for a fixed address. If your provider normally gives a fixed address, it may be worthwhile asking them if dynamic ones are available.

That really old version you have does not support that game. At all. Even the latest version of mame doesn't run it properly. The colours are wrong, there are bad graphics and no sound.

There is a trap for some of these, they call and leave a number to call STOP or whatever. When you call it, it automatically authorises the spam be charged to you (including all further calls they make). So, not only do you get unwanted calls, but you're paying premium prices for them too !
