Specials are harder for a reason, otherwise people would pull them off constantly. Sure, you need to good gamepad to get everything out of Neo-Geo fighters.

No, a horizontal SHMUP. http://www.neogeoforlife.com/neo_reviews/blazing_star.php Those screens hardly do it justice. You need to hear it and see it in action. It's a sequel to Pulstar (one of the hardest games on the Neo-Geo ever.)

Nothing holds a candle to Tetris Attack and you know it. Mr. Driller is groovy if one considers that a puzzle game. Oh and Magical Drop III, Money Puzzle Exchanger.

If you mean the Test Menu where you can fiddle with the Soft DIPs and such, it's F1 in NeoRAGEx (or holding B+C+D during Reset if you have the Uni-BIOS), F2 in Nebula and I guess F11 in Kawaks.

A handful of WWF titiles on the N64... Mario Golf, Mario Tennis, american football sucks, Capcom Sports Club, NBA Jam (best ever). Wayne Gretzky'a 3D Hockey (N64). EDIT: I forgot that you were talking about MAME. At least Wayne Gretzky Hockey (if I'm not mistaken) and NBA Jam/Hangtime still apply.
