MameLoad TNG Beta u38 released

Front End
Beta u38 Released
- Through the use of the FMOD.DLL Library, I've added the ability to handle many different formats of audio. Right now, I have hardcoded support any MP3 file called "AMBIENCE.MP3" to be played while using ML TNG and not playing a game.
- With a file called "TICK.WAV", you can add the ability to issue a sound to keystrokes/entries while selecting. Full information on how to use this ability as well as the option to play audio in the background is located in the README.TXT file.
