They both will work although the program usually reads from the .cue I believe. You can use the .bin though if you want, it makes no difference as far as I can remember. I've been working with .iso files much more lately so I'm a bit rusty.

I think you should burn the cue since it contains the proper data to make sure the bin is burned properly.

Yes. Always use a CUE file (or any other disc information file depending on the CD image) when burning.
