I seems like the drivers for your graphics chip were never properly installed to begin with or got corrupted along the way.
You could try and boot Windows into safe mode and then remove the old driver with Add/Remove Programs (if such entry exists) -- and then try to reinstall the driver package from AMD/ATI's website.

If you get a Blue Screen of Death, there's something much worse going on with your computer than just being unable to DC boot games. If I were you, I'd start by making sure that both DirectX and you graphics chip drivers are up to date.
However, seeing that you have an ATI Mobility Radeon 9000, it's very liley that it's way too old and just not good enough for any Dreamcast emulator, as most of these emulators require OpenGL/Pixel Shader 2.0 and DirectX9 support, which the Radeon 9000 does not have (OpenGL 1.4/PS1.4 and DirectX 8.1 respectively).
Anyway. update the chip drivers and DirectX just in case.

Sengoku BASARA 3. Despite all its button-mashiness, it's brilliant. Only downside is that there is no japanese voice acting, but the English one isn't a complete travesty.
P.S. Been a while since I touched Rogue Galaxy, but I'm quite far along in it. IIRC, the dungeon I'm in is a bitch, so I might as well give it another go now.

Yes, an unmodded PS1 can't play backups (nor retail discs from other regions), so it's a fairly safe bet to say that your console is modded.

Rachel is slow for a reason. Wouldn't you be slow with massive tits weighing you down?
I would imagine her "gear" provides enough support to make that a non-issue.

Yeah, Enma's Fang is a bit cumbersome to use, I'll give it that much. It's Ultimate Technique is good, though. Then again, it's also one of the strongest weapons (if not THE strongest), so that balances things out quite nicely. I'm having most trouble with the Kusari-Game (the sickle and chain) because there are a lot of specific attacks that link to and from others, and some you attacks you have to hold. Personally, I like all the weapons because in the end they are so different from one another. I don't find any of them particularly bad, it's just that I not very good at using them.
having said all that, I'm having serious problems with Chapter 1 alone on Mentor, so I'm not very good at the game to begin with.

I just want Ayane back. She's beyond awesome in Sigma 2. Don't mind Rachel or Momiji either.
Not sure, I found them a hassle, because I had to learn to play with three other characters, when I was still trying to master playing with Ryu, with a specific weapon.
I can see where you're coming from, but I've always found it cool to have more than one playable character - even more so when said characters are entirely dfifferent gameplay-wise.

Yikes. Definitely not a good thing for anyone who plays fighting games competitively. In fact, not a good thing for any player, regardless of skill level. Then again, I'm more surprised that this issues was found in the older MK games as well.

I think their reactors were earthquake-proof for the most part, but it was the tsunami that truly fucked them over.

I don't think anyone has much use for Chankast Utilities, unless the OP (master of vagueness) plans on blowing us away with something else.

I read about this this in the morning paper. On one hand, I think this is good for the americans, especially those who lost family and friends on 9/11. Personally, I don't think bin Laden's death does much in terms of curbing islamic terrorism. US troops should start targeting and leveling al-Qaida training camps.
