Locked Dragons?

I've finally gotten my ROTD to work on Nebula (it's the decrypted C set), but after it loads up, it tells me that the game is locked. I've tried using other dats (the ones mentioned in Nerps ROTD thread), but they don't work. What can I do?

 

This is the dat...it works perfectly...except for the locked bit!

U either have to use nebula 2.23C or the Loader

I don't want to annoy, but I am using Nebula 2.23c! Is there an option I have to enable?

 

And what do you mean by Loader? I've never used one before.

I worked it out. I got Kawaks with a hacked loader.
