you do have roms in your roms folder because if your roms folder is empty then it will not boot/load up.

this is an upload I just finished for xduke 1.0 and 212 single player mods. xduke is a game engine ported to xbox that lets you play duke nukem 3d and all the official retail episodes and of course mods. just unrar and ftp to your xbox hdd or use qwix 101 to make a xbox iso and then burn to disc. download info 4 links at 190mb and 1 link at 17mb links in txt file download below. link.txt
