Sure, you can use LibXML Look through the sources for libxml and see if you can adapt the library to DS standards. I'm guessing it wouldn't be that difficult. Good luck with your "yet-to-be-revealed" project.

Honestly, all you need to do is google "Winkawaks Kof2003" and "kof2003" Both searches yeild the emulator needed to run kof2003 and the rom! You'll find it. I did It's not possible for me to fully accomplish what took you over two months in just 3 minutes, is it?
