[SNES plays choppy, yet NEOGEO plays perfect?]

If u can run all neo geo games smoothly, you should be able to run most Snes games smoothly. My old 333mhz Celeron and shared 8mb graphics card could run every snes game smooothly with the best looking filters, with the exception of Star Ocean. You just have to make sure that you don't have to many programs running the background. Oh, and you may want to try ZNES dos version, since i hear thats much faster.
