I was able to speed it up by playing it on full screen (i don't know why that sped it up) but its still...maybe like a FEW frames slower then its suppose to Anything i could possibly do then?

Well how would i replace it?

When i start the game, it runs fine But as soon as i start a fight/match, BOOM! I got down to a super slow 30% 1.5gb ram Pentium 4 Processor 3ghz Vista Intel® 82945G Express Chipset Family And here are my config's I would really appreciate some help
