[How to play a .rar file]

I finally got the Rurouni KEnshin Fighting Game but I don't know how to play a .rar file. Is there a pluggin or a certain emulator I need. LMK Thanks!

Hey, I've been studying about Romhacking and am currently trying to tanslate the Rurouni Kenshin RPG Game I also want to translate the Fighting but I don't have it so if someone has it let me know where i can donwload it or trade or whatever
