[Question About The Segagen Emu]

I got this emu and i know how to burn it too but my question is:

The emu package came with 2 ips patches:

Mega man willy wars and Golden axe 3 so they could work with the emu but my question is.. how do you make those ips patchs?

Also i know how to patched them but i will like to know how to make some more to play those Pal and Jap games is there a tool to make those ips patches?

[how do we convert roms?]

Im looking for a tool to convert Genesis roms.

Simply i will like to change headers like the teritory i will like to convert Pal roms into US Ntsc.

Also i know that the emus are doing both but me its for a magic drive system and the roms need to be convert or else i got the message the gme is only Pal compatible.

So im looking for a tool that could do that.

Can somebody help?
