[How to play a .rar file]

I finally got the Rurouni KEnshin Fighting Game but I don't know how to play a.rar file.  Is there a pluggin or a certain emulator I need.  LMK Thanks!

OK, not reading the rules and asking for links to iso's is almost as stupid as not knowing what a rar file is.
