A friend of mine gets an error message on his desktop when he turns on his pc.

There is a pic of it below.

He just wanted to know how to stop it from appearing.

He went into msconfig and unticked all the options in there...but it still comes up.

What could it be, and how do you get rid of it?.

He checked for viruses and found none.He tried to fix the problem by upgrading to internet explorer 7 but that didn't help either.

Any help would be greatly appreciated.

I haven't used Explorer as my shell/file manager in years, but I can probably attribute this to a problem with something linked to Explorer.

Have him run CHKDSK C: /F which will tell him it needs to be done on a reboot. Have him reboot and let it run. Rinse and repeat.

Next, run a defrag on the C drive.

As a final step, you should create a new shortcut in Documents & Settings\All Users\Start Menu\Startup and set the target as drwatson. This SHOULD detect a fault in Explorer either the first time, or after you close the error box (In which case Explorer should try to start itself again)
