i was wondering first of all how do you make emulators, like what programming language?

my second question is where can i find some sega saturn roms at?

One could write an emu in any language they want.
But you better have a good knowledge of the language, the hardware you are trying to emulate.........and some good documentation of how it works.

Sega Saturn doesn't have roms.........has disk images.
Direct connect would be your best bet.
