I've tried ever plugin I could find for project 64 and so far, none of the plugins work with this rom. Is there any emu's or plugins that I can get that makes this ROM playable?

Thats the recommended and best plugin for Project 64 :/

Nemu can work Rogue Squadron, but with some major graphics glitches (you can't even see the ground)
