Regardless of what the description says in the link it sounds like a Hack of Street Fighter II CE to me. I couldn't tell you much about it because I haven't played anything except the real version and one hack of it. If you buy it and its not an existing hack in MAME get someone to dump the board. Now that I look closer at the cabinet and the marquee it is almost certainly a hacked version from what I can see.
