For some reason when I start emulation the dreamcast logo is messed up and when the game trys to start it just lags at some screen and it appears to be asking for something but theres no words and I cant press any thing. I've tried two versions of DOA2 and this one is supposed to be made for null dc, but the other one was japenese and I got further with that one. Is there any graphics plugins or something I can download from somewhere and maybe some controller plugins?

No, there are no graphics plugins or controller plugins you can download. Every plugin supported by nullDC is already included.
Anyway, what kind of graphics hardware do you have? It's sounds like an integrated Intel chip to me. If that's the case, you can stop trying to get any Dreamcast emulator working properly.

If I'm wrong, then you need to update your graphics card drivers.
