I am trying to play SVC Chaos on winkawaks but not sure how to do that. Can someone help me out?

Get the roms (it comes in a zip file). Put the zip file into the roms folder.
Get neogeo.zip and put it into the roms folder.
Play the game.

maybe he done that and it still won't read. He could ge the loader and make his own .dar file,

We'll need a more description explanation of your problem. What exactly is going wrong? How much have you done so far?

You do realize that problems such as this are not always the result of not having the Neo-Geo BIOS files, right?
