After the select vabration on/off option the game goes to a black screen and thats it, I want to know if it's my settings or did I get a bad ISO:
EMu and settings:
EpsxE 1.6.0
Pete's Open GL driver 1.76
Eternal SPU Plugin 1.41

Ok it's on now, it works fine tell I go to use elements, then it freezes... did I miss a step or something?

Have you enabled the two SPU hacks found in Eternal configuration window. IIRC, the first was SPU IRQ hack and the second flag7 etc.

Yeah.... I've been playing valkire Profile so there needed.. should I turn them off?

No, don't do that. What settings do you use for Pete's OGL plugin (hint: if you're hardware's up to it, you should really use Pete's OGL2 plugin instead)

Google Pete Bernert's site. Note that Chrono Cross and other late PSx games need full framebuffer access (or near full) so that all effects can be animated and drawn. Problems can easily occur if framebuffer settings are inadequate.
Try the plugin with these settings:

Note that Chrono Cross and other later PSX games need full framebuffer access (or near full) so that all effects can be animated and drawn. Certain games can be very picky if they can't have acceess of FB stuff. Also remember to start ePSXe with the -noauto switch.
Try the plugin with these settings:

You can skip the Shader Effects and screen filter stuff, since those are just my own preferences.

ok got pete's open GL2, used the settings you gave me, and now I'm getting eerror messages >.<
The error messages read:
Missing frame buffer object extensions
Missing shading extensions

Your graphics card doesn't support framebuffer objects nor fragments shaders. Both are needed for full Framebuffer emulation.
Truthfully, and like you've already had, you can get the game working but only if you disable all framebuffer-related options and disable "Use pixel shaders for 'PSX texture window' emulation". This way many games that use FB effects only show a black screen when FB effects occur... or the majority of the games will outright crash.
There's really not much you can do, except maybe try the standard OGL, D3D plugin or simply get a decent mid-range graphics card.
